Oinkerwinkles Programs ~ Not Working

I apologize in advance if this is in the wrong place but:

I attempted downloading an MDL editing package including most, if not all the oinkerwinkle programs. However, everytime I attempt opening them I recieve this error message: "Component 'COMDLG32.OCX' or one of its dependencies not correctly registered: a file is missing or invalid."

I went to the site itself and re-downloaded the Geoset Merger program, and found that the same error message, so yeah...

Would anyone know what the problem/solution is?
