Yes, the whole integer area is allowed.

edit: correction -2^31 to +2^31-1

it is for example possible to store a handle at position ( 0 | HandleId of last created unit )
and these handleIDs can be higher than 1 million
so the range cant go only to 2^16-1, which would be 65535

Nothing forbids you to use different keys you know, even negative keys, you don't have to use GetHandleId as an integer key all the time.

My bad. Meant 2^32/2 = 2^31. Integers in wc3 take 4 bytes = 32 bits.
