How do I have it required that a player needs a "mineshaft" built before they can mine

Well I haven't made it yet I was thinking replacing the model for a haunted mine shaft but idk how to make it to where the units have to return the recourses back

ok I got it all worked out except for the gold mine having gold in it once I place the building on it says gold is 0
