i have 2 web sites that work for making pages.
to learn the coding, use: http://www.pagetutor.com/pagetutor/makapage/lesson01.html
to host the page, use tripod.com. but whatever you do, dont go to tripod through lycos, or it will get all pissy.
All you need, wc3schools.com is best to learn xhtml, and i suggest xhtml/css which is about the same as html, but xhtml is gona be the new standard for sites.
yea. i was kinda stupid about how i started. i made the whole thing in notepad, but then it kinda clicked. i dont have a server. so i smacked my head against the key board a few hundred times, and looked for a free host. then i had to copy paste, and host the images i used.
Upload it onto a server. You need to find one. Some offer easy uploading features whilst some require FTP Programs (find loads of them at www.download.com)
I use Serif Webplus 9 in my opinion, its better than frontpage and is extremely easy to use.
