You could disable the ability for a bit - you can use a dummy that allows quick attack to be used (tech requirements) and then remove that dummy when heavy is used - respawning it after a bit of time. It wouldn't show how long it will take, though.
What I'm doing is:
Create a timer with the cooldown
Set a timer window to the timer, and show it to the player.
Add a condition to the ability, that the timer must have 0.00 seconds remaining before being used again.
