Is there a way to activate/deactivate the maxfps 'cheat' through triggers? (and in multiplayer?)

I don't really need this for anything, I just think it might be cool to make cutscenes run at 24 fps, like movies.

Just for that cinematic feel. Ever wonder why even with the right camera angles, stuff doesn't look like a movie? It's because of the framerate.

Movies run at 24 fps. NTSC TV runs at 29.97 fps. PAL @ 25 fps. Warcraft 3 will run at a maximum of around 60 fps.

Actually they DO make it smooth. Interlacing WAS created to reduce bandwidth with those early 1930 technologies. Why? Because you needed 50 frames, not 25 frames per second in order to make it look smooth. Because 50 were bandwidth consuming, they interlaced them to 25 frames per second, which looked smooth to the eyes only when interlaced. If the 50 fps a camera shoots were reduced to 25 fps without interlacing, the movie would NOT look smooth. Cinema movies indeed are filmed at 24 fps uninterlaced, which is for entirely different reasons (that can't possibly be compared with videogame renders).

On top of that, it makes absolutely no sense to REDUCE the fps in order to make a cinematic look smooth. It could only possibly have opposite effects.

24 fps does look more movie like. It doesn't make it into a movie, but it certainly helps. It's just something about the slightly choppy motion that makes it do that. (Either that or it's the longer blurs due to the reduced shutter speed, if so, you're right, it wouldn't make a difference).

But interlacing doesn't usually end up making things look smooth (to me it seemed like a lucky positive side effect). It's not 50 fps, it's 25 fps with half a frame sent every 50th of a second. It'd look smooth if it was filmed interlaced, indicating there would be a 50th of a second time difference between the even and odd frames. THAT would cause it to be smooth, but not as much as a progressive scanned 50fps.
