I want to to start skinning

I'm into my project at the moment and instead of asking people to skin models for me in the request section, i want to give it a try for myself. Ive read several skining tutorials at the hive and at wc3campaigns but i do not have a image manipulation program like Adobe photoshop. Is there any free alternative programs i can use to edit warcraft skins?

I hear The GIMP is a good substitute, it's downloadable... uh... somewhere. Sorry, I dunno where. =/

But technically you can do it in MS Paint if you have Irfanview (Also free) or some-such to save it in .tga, I believe. Not that MSP is practical, or looks good...

Yea Gimp is a great substitute, there are some things I prefer about Gimp than I did Photoshop when I used it in my graphics arts class a couple years ago.
