How to make picture JPG file?

Not sure if this belongs here, but i need to know how to make my TGA pictures to JPG so i can upload my first spell.

Open the TGA in whatever you use to edit stuff, then save as JPG.
You can also use things like WC3Viewer to make the change.

Indeed, just open the .tga using your image editor (Gimp, PhotoShop or whatever) and then save it using a different file extension. Usually it's: File > Save as

Art Programs shows some very good tools.
