Maybe it's Resistant skin and hardened skin cause hardened skin increases Physical Damage Reduction while resistant skin increases magic damage reduction. So if you set it to negative it reduce reduction to physical and magic

That would be hard to do if that's the case, because those reductions apply to ALL units being damaged by the cheiftain (by spell / physical) so I think Icefrog either uses an Armor system of some sort or he just amplifies the damage the cheiftain deals..

  • The magic resistance reduction is actually a 6% / 14% / 20% / 26% amplification of magical damage.

If you would notice:

The Tauren Chieftain uses wisdom gathered throughout the ages to reduce everything to its most basic level. Removes base Magic and Physical resistance.

Thus I think it is done through a negative Devotion Aura. If you are looking for a way to reduce actual physical resistance however, you will need a complex system similiar to the one made by looking_for_help.
