No as mouse buttons are part of local state for reduced latency. Synchronizing them with all players would make the game less responsive so only the results of presses are synchronized.
Certain actions caused by pressing the left mouse button can be detected. Trackables can also detect mouse presses (with that described responsiveness penalty). You cannot order them to execute a certain mouse button command but you might be able to force the results of such a command on them (like force them to select certain units or force them into the targeting mode of an ability via the force hotkey thing I remember seeing somewhere).
No, try to think of an alternative if possible? At basic level, there's selection actions + force hotkey, depending on what you're trying to do there might be another way.
