Does evasion use Pseudo Random Distribution or not?

Here Internal ability data problem
this guy says it doesnt. I think I read it somewhere else too. to quote him:

Evasion does not follow those rounding rules.

Criticals and other abilities follow the so called Pseudo Random Distribution which is inaccurate for higher values.

but here Pseudo Random Distribution - Liquipedia Warcraft Wiki
it says its PRD.

who should I believe?

Edit: if evasion really was PRD, then really there is no point in pandaren brawler to have 7%,14%,21% evasion....
Edit: AFAIK PRD is only set up for multiples of 5%, so 7% is rounded down to 5%, am I wrong?

Maybe I'm not following.

In PRD the 7%,14%,21% would still matter because it shifts the graph to the right. Lower probabilities would increment the 'forgiveness factor' by a lesser amount.

ah maybe PRD factor was calculated for 7,14,21% ; I was under the impression that PRD was rounded to nearest 5%, but maybe I assumed wrong. Can someone confirm?

I think it has caps to how many hits or misses can occur in a row. This means that its probability is skewed at very low or very high numbers. There is a special exception for 100% which is 100% evasion.

so thats a yes? but a PRD with a different algorithim than Critical strike?
