First, Bumps are allowed every 48 hours, not sooner.

Second, what is the puprose of this? Are you setting up a service distributing mp3's illegally?
It's good that you want to help people but it's not as easy as you think. There's a long list of agreements that you need to actually have the authority to give out mp3's. And the users that accepts the mp3's from you have to accept an agreement aswell.

Check the constitution and laws of your country, because this is a big legal gap in many of them... You aren't allowed to distribute copyrighted material if you gain economic profit from it, but if you distribute it for free... in theory you aren't commiting something ilegal.
Anyways, this is so in Spain and some other european countries.
