[Trigger] Detecting Idle AI Workers

Is there a way to detect idle workers (computer) using triggers/custom script so that they AI workers can be assigned to start harvesting somewhere else?

Often the computer workers are just standing around doing nothing when there are trees not far from their location and they desperately need lumber. I'd like to detect these idle workers and force them to start chopping somewhere else.

Actually, it's the computer melee AI that I want to do this for because they are the ones always standing around doing nothing as the game progresses.

In almost every game, they start chopping at the main base where there are lots of trees, then they move to their expansion. However, once the trees are depleted at the expansion, they just stand where the trees used to be doing nothing rather than walking across the path to chop the many trees there or going back to the main base where there are plenty of trees to choose from.

So basically I'm looking for a simply way using triggers to detect idle workers. I assume there must be a way since the game displays idle workers to the player. Then I can either send them to chop wood elsewhere or kill them off as punishment for being lazy ;P
