How can I make it so that I can see the russians chatting. It is also really annoying not seeing the tooltips when playing russian maps.

If I remember correctly there there might be an setting directly in wc3 under gameplays -> language support or something similar.
But it might only work for chat, idk if you will be able to see russian tooltips. You have to test it.

This site offers a font resource that allows to see Asian letters and, I pretty sure, also Russian Cyrillic.
Nonetheless, I don't know anything about the resource, but it works fine for me, I can see Asian tooltips, chat, (...).
And, I am sure it works for your request as well as it shows at least Russian game names in 'Custom Game' section.
