Does anyone know how he made them function? Did he just use a dummy buff in the trigger? I figured that, but then I don't see any new buffs placed on anyone when an artifact is in place.

I've been away for a while! Here's your answer.
It's a timed trigger. Every so often it checks whether or not a player controls an artifact. If yes, the rest of the trigger is executed for said player.
