Are random numbers random?

I made a spell for fun that has a chance to create a effect in a random distance between 300-loop interger A (between 300 and 700) at a random angle. All looks fine the first time you run it, but is it me or do the effects always spawn at the same place at the same time every time I uses the spell?

Could someone explane to me why it does this?

random numbers arent actualy random
eg. when you save campaign it generates some random numbers but it uses same ones each time map is played. sso when you save map with WE again it gens diffent set of numbers but again each time that save map is played same numbers are used

This has happened to me. I tried to use a random level 1 creep unit type and everytime i tested the same unit was made. It didn't happen on battle.net though. Only when i tested through the world editor.
