No, quests can only be created for all players.
And the quest-messages can only be displayed to player-groups or if you use JASS also to single players.
Create a quest and Disable it for everyone excluding the one you want to show the quest to (via using GetLocalPlayer())
I believe creating quest for a local player could cause sync problems but Enable/disable should be fine
And Disabled quest wont be shown in quests
And send your quest messages with text messages so you can display to player you want
... Bounty hunter 2 said exactly what I was going to say. You just need to pick the player you wish to have the quest in the Player Group - Pick Every Player in Player Group Red and then just set the Quest. 'Nuff said.
