what do you mean by "special terrain"? Can you elaborate?

For the snow...
There are two answers, can't say for sure which one do you want, so I'll post both:
a) Snow - as in snow/snowy ground => this is a terrain tileset (like grass, dirt, etc. is) common for snow maps (e.g. Northrend, Icecrown), however you can import some custom Tilesets to your tileset palette using the Tileset Editor found in Top Bar of WE -> Advanced -> Modify Tileset
Some tiles can't be add tho (not sure if snow is or is not), but I think there's custom World Editor here on hive which enables it (JNGP mayhap?)

b) Snow - as in snow effect/falling snow => When you are in World Editor, open "Region Palette" ('R' key by default), using the palette, create a region where you want snow. Once you have created region, select the region in the region palette menu and press 'Enter' key. A new window will open up. Check the box for "Custom Weather effect" and select the effect you want (e.g. Northrend Blizzard for dense snow effect)
