The way I done it in 3Ds max 5 is by opening Track View - Dope Sheet.
Select your mesh and click Tracks and add Visibility track on it. Now you right click on the Visibility and in Assign Controller choose On/Off. Now you can add keys and adjust visibility to whatever key frame range you wish...
Back in a day, I used 3D Ripper DX. You setup the terrain in editor and run the game. Program will do the work, it will even export all the flowers if needed. But there is a lot of to be done on textures. I believe there are tutorials on Youtube that can help you.
You can make units, attachments, doodads, buildings, etc..., as long as mesh has less than 400 triangles on the final export. Last time even the partices were counted, also I think that portraits should go within 400 triangles.
When we talk about Warcraft 3 you can animate hair in 3Ds max with reactor engine or something similar.
Or, you can do it manually splitting the mash and animating it with bones.

I think the polygon count is really high. You can lower it by deleting some polygons.
Fence on the Layout can be made with less polygons. For example one polygon for each board or more.
Track looks fine but you can reduce the polygon count by deleting the polygons at the bottom.

@Deolrin, Thanks. I changed flag texture and made it team colored. The Death and Decay look good to me, since I'm really bad at particle emitters, at Death it blows up fine in game and at Decay the rubble actually disappears at the same time as other Warcraft 3...
