you can try changing the unit's owner when it starts the effect of the ability. that might still be fast enough to give proper credit.
the idea was that you'd give the neutral player global vision and the unit itself none
creating the dummy for neutral and then changing its owner while its in the process of casting might work
it atleast doesn't seem to desync, but who knows
as it says in the title.
of course dummies' cast point affects how fast they cast. you can also do stuff like removing move ability to eliminate the delay from turning.

interesting note though units with attack type magic will not attack locusts even with the trick
usually the best approach is to merge all your 'a unit dies' actions into one trigger so you can control which order they happen in.
locusts can be attacked (when ordered with triggers) by units that have "invulnerable" in allowed targets. it won't do damage, though.
missing devour is a whole another bug. it causes the caster to get into a stupid state where it thinks it's doing something but isn't and will sit...

the ability 'channel' lets you customize things like this and also has no effects of its own. it's what people usually use for dummy abilities.
you can just use a dummy ability and check if target unit = none, if yes then pick the closest out of valid units.
