There were scientists that worked for a secret organization somewhere in the Philippines in Cebu. They made [insert idea here, like "a cure for cancer" or "a biological weapon"] and tested it on several wild animals. They didn't get results so decided to disband the project and release the captured animals to avoid traces that could be left behind. Although they think the animals didn't react to [insert the same idea here], some animals made various changes. Shortly after the announcement came that humans were being attacked, the dead started to rise due to an unknown reason. The scientists however knew the reason. A week later, the results were horrifying... An entire city infected, and only a few survivors left with the knowledge on how to stop the virus.
