Actually the base looks fine, let me give you a quick review and some tipps on how to improve this.

The basic layout of the icon is ok, the net comes out of the left downside, which looks ok, trying other position than this typical one might have been nice too, but anyways this works fine.
Now my point of view is that it lacks a bit of work and is not ready for approve yet, but with some fix up it should make it to the database.
Next issue is the choose of colour: My feeling is, that the blue is a bit to intense and blue to cause a really icy feeling. SO working on that would be fine, also the form of the net or however you want to call it doesn't remind me to much of ice, here you could definetly use some more effort to get an icy effect, maybe adding small cracks with 1 px brushes but high opacity, just try to play around here and get us some icy feeling.
Another idea would be adding some icicles to the gaps of your net, which would underline the frozen feeling.
Yeah, so keep it up, this will definetelly be useful once you improved it!

Really nice but can be much better than this, I agree with M0rbid.

Doesn't look icy, add more white or blue to give a more icy feel.

Although it does look like a web, it lacks a more lined up shape; it feels to curvy right now.

Curvy ? Thats impossible, i didn't changed the lines, just the colors.

EDIT : Wut the modos are doing with this icon ? I still have three pending icons and there's a lot of okay icons around. I uploaded the web few days ago so if this isn't good enough i would like to be informed and to know what's wrong plz.
