Hi Lichao, legacy of the master is created by rondstat, so only he can give permission to translate. Because some authors are not quite active on hive workshop, maybe you can consider contacting many other authors first, so even if some are not using hive workshop frequently, at least some of them will reply.

My project is not finished, and might never will be finished. I do not want it translated unless it is finished first.
