Personally, any site name change (be it real or implied) like Hive:Underground or Hive2Scene (note: its old version, fyi) does not appeal to me.
Blizzard *must* be strongly and *positively* encouraged to make only a few more full standalone versions of WC3 (incl. those from the 1.28.0 -> 1.31.1 era) available for download/installation for everyone, in any supported language and for any supported OS, preferably without a Battle.net account and at no charge, for those who want any of them. Ideally for everybody, Blizzard themselves would have fixed those few versions, so they do not interfere in any way with v1.32.8 >

I do not think so. Maybe they are indecisive about something, and they are overcautious.
I agree with you that v1.32 was released in an incomplete state. I personally think the Classic Team was themselves dissatisfied with the product that shipped, and I am even wondering if the release of 1.27a could not be some kind of act of rebellion. Hey, why not?
A full 1.31 version directly available from Blizzard would spare you the trouble of spreading it yourself.
