I tried it out. I think its a good attempt. I like your idea of weapon/armor upgrades correlating to units' abilities effectiveness. But aside from that mechanic the race feels too much like a rextured Human Alliance. I do not know if this is your intention, I am just not a fan of those types of altered races. There is definitely some polishing thats needed. Certain typos, tech requirements, hero level requirements, tooltip stuff, etc. My suggestion is to try to play around with the buildings and playstyle stuff so it does not play so similar. You can have the race play similar to the vanilla but it goes a long to think of something unique.
