Is there any mention of Titan Keepers and their facilities in the manual?
Of course WotLK was retconed with pretty much every expansion, so the chronicles are the current lore, again slightly retconed in Legion and BfA.
You can check out WoW chronicles(1, 2, 3) on the internet and see that the current lore has absolutely nothing to do with Wc3 manual.
Was it just he :D? I guess we'll never know but I was pretty sure after the first few words that he'd not say that he'll change anything really but "expand".
In RoC's manual only Titans, nothing about keepers and stuff. Titans (that they were lead by a Pantheon; and only Sargeras is named) left the dragons as protectors/watchers. Actually it says, they empowered a number of races but doesn't mention exactly which. Dwarves were the among the first created, and from stone, as world builders. Then, the gentle sea giants made from the sea.
It says:
"Each remaining member
of the Pantheon imbued a portion of its power to the five great
dragons awoken in that mythic age. Alexstrasza the Life-Binder,
Malygos the Spell-Weaver, Ysera the Dreamer, Nozdormu the
Timeless, and Neltharion the Earth-Warder were all empowered
by the Titans’ vast powers and charged with the world’s defense."
