You can only translate nodes and vertices outside of animations. When the animation plays, it will take into account the new 3d position of the nodes and vertices. Or maybe that's not what you mean.
If what you mean is to make an animation take on a new set of translation and rotations, you can try text editing in Model Editor, or editing the animation in MDLVIS (which supports real-time editing).
