The filter functions will only be dealing with the matching condition part, but yes. Try making such a function in GUI and converting it to see what you get.
So it is more or less the same as telling the editor to pick all units in the group matching the condition that the picked units are.. lets say... human?
They are generally used inside a Filter loop. Filter loops are used as the GUI equivalent to Matching conditions - they screen out stuff from a group or so using conditions.
