You have permission to translate any of my campaigns, but I strongly suggest to wait 1-2 months before translating TLG. I am working on an update which will add multiple difficulty levels and a few other features. The other campaigns will be updated as well, but only with some minor fixes. I would not want you to edit the models; I would like each language-version to look and feel the same.
I don't understand "First when they removed the final TLG update?" Could you rephrase that? If this is about my own updates, I think each campaign will receive 1-2 more updates before being "final".
I would love to create a campaign based on the warcraft book "Rise of the Horde". Unfortunately I don't have the time anymore.
