I used to be this way as well. The way to get around it is to use the map submission rules as the rubric for voting. If a map is breaking major rules, it is expected that reviewers vote for rejection or needs fix. As for the "Average quality standard" rule, that rule is indeed vague, it's weighed upon if you feel the map's quality is good enough for it to be approved.
