Yes you have. That's not the issue, nor is that my question; the issue & my question revolve around "why" that is the rule you have mandated. What is the reasoning behind this decision?

As a terrainer I use a lot of custom resources for my works and such I tend to credit the authors of those particular resources I'm using and I understand all the hard work they've put into them. So I particularly grew to have a high respect for their work and Not mingle with their modifications too much. That's why I've pointed out that NO member of my workshop would ever try and modify custom icons or skins.

I too have been using loads of custom resources, and have nothing but the highest regard for artists & their creations. You can see this in my posts & attitudes on the forum these last few years, and (eventually) in my finished products (where I plan on including some extensive "Credits" files).
With what you have said above, though, I could understand (though would still debate the matter) if you had said "NO EDITING CUSTOM STUFF WITHOUT PERMISSION" as a Rule. It only makes sense; if an Artist doesn't want their resources 'modified' or 'tainted' (as you say), respect that. I do.
However, you seem to think that all artists feel that way. On the contrary, I personally know of artists that would ask people to modify their resources. Many others are ambivalent or neutral, merely requiring users to ask them for an easy "yeah, sure, go ahead". Ultimately, most artists love to see their works used and, yes, even modified; this is because it means their resources are being used more & more widely.
So basically, what I'm saying is this. Take this (highly-plausible, In My Opinion) hypothetical: I find a Resource I want modded, and the Artist says "Please feel free to Edit/Modify this, as long as you give Credit". I download the Resource, put their name in my Credits, and realize I need it slightly Modified (lol, probably Forest -> Jungle Troll, knowing me).
I take it to your Workshop, and you are saying "No: I refuse to allow this to be modified on my workshop because I want to respect the artist's rights." ... When the Artist used their rights to allow free modifications.
Does that make sense as to why I'm asking "why" and why your previous answers were unclear?
