Those are relatively easy. They are standard unit abilities (ie, NOT 'Hero' abilities). Master of Battle is based on Drunken Brawler, while Deadly Marksman is based on Critical Strike (I think).
These abilities have been given multiple levels. To level it up, I use a trigger: whenever a hero with this ability gains a level, the trigger checks if they've reached a certain level (eg, Level 4, 7, 10, 13, 16 etc). If they have, the trigger increases the level of the ability for that hero, and subtracts one of the hero's skill points.
Note that if you have multiple maps strung together in a campaign with the hero being saved and transferred between them, you'll need to 'set up' that ability at the start of the map again, as it won't get stored between maps.
