'At most' would be more appropriate, no? "At least" implies that the punishment will likely be worse than just being thrown in prison, with prison being the least bad punishment possible.

There were a few minor mistakes here and there(in the previous chapters, too). Mostly a few words repeating or a useless "that" here and there. Maybe you could take a glance sometime and fix a few of them.
