Actually that's not much strange... see, the guy who created Arcanuim was also creator of Fallout 1 and 2. And Enclave are bad guys from Fallout.
Plus in Fallout 1-2 there were lots of random easter-egg encounters like this... like you could find a whale and flower pot that fell from sjy... which is allousion to Hitchhicker's Guide to the Galaxybook...

Yea it is... oh by the way... once I found something really intresting as random encounter... some cementery with different funny things wrotten on graves... like that here lies burried the Enclave soldier tha got burried... and there is Psychonaut burried there, too.... wierd place... got it only once... and hat no point of map... just random encounter I guess...
