Well, only weed-powered mages and shamans can make Weed Portals. Random was a Mage and Drek'thar was a Shaman (The only two notable Weed Portal makers at the moment). Ned'oanik is a druid, and is not able to make Weed Portals, but I see Calliope have teached him making normal ones?

Also note that the Weed Gate is a unique Weed Portal between Moonglade in Northern Kalimdor and Emo Woods in Argus, looking like a green Hippie-version of the Dark Portal. All minor portals are called Weed Portals... ^^
