Did they put the ballista on the foundation and build under it to raise it with the tower or did they put the ballista after the tower was built.
Regardless, quite not the ideal construction engineering unless, they think of having a platform to change weaponry from time to time.

i guess there is a thing called crane.. and high elves can use magic so no one is stopping them from magically putting the ballista on top of the tower.
but seriously i am trying to figure out a design to actually make the ballista more attached or like a part of the actual tower. so maybe i will add a rotating platform to connect the tower to it.
