Absolutely visually stunning, glad I didn't miss the vote.
The cannon perfectly conveys the sheer destructive force by first breaking atmospheric barriers, while the impact wreaks havoc on the earth, leaving lingering remnants of white glowing divine power inside the cracks as a constant reminder that this is where it struck after which the beam eventually dissipates in sparks, scattering into the atmosphere.

That said, the rune circles are just amazing.
Intricate runic designs of otherworldly conception silently signaling and gracefully summoning the eventual doom for those caught inside.

The rotating rune circles would make for an amazing standalone sfx in their own right, could I be so bold to politely request it?

Amazing.

If the GIF is anything to go by i think the human aoe texture runes becoming almost blank white at the end look a bit ugly.
Other then that, the SFX looks amazing, good job with it and the wings you made. great work.

I like this alot, it can fit as full metal alchemist circle as well as and angelic rune circle. when a model gives you multiple ideas for what it can be used for you know its epic. I kind of disagree with you there storm knight I like the way the white rune fades at the end from that blank white, its a quite stark contrast either way the 'ulgy part' show for like 0.5 secs anyways. I think maybe the fact that its a blank white circle that makes your brain think its a selection circle is where it looks abit basic with that one particle. I have more issue with it being just a circle and not being just flat white for a second. I feel like we're being super pedantic over one piece of an otherwise awesome effect.
