Original Concept

I once had the idea to make a civilization-type map on Warcraft III. I had it planned so that cities would be effectively demi-heroes, with population represented in level. Culture, production and health would be represented through the default Strength, Agility and Intelligence.

Everything, from units to buildings would be 'produced' in the city. The problem I found was that it wouldn't work well in an RTS like Warcraft III because you'd have to micromanage the production of cities constantly. So I settled for something much different so the gameplay would not be crippled.



Instead, workers build buildings rather than cities although they still have their function of harnessing resources. Technology is researched in buildable buildings like in Civilization Wars and the techs are listed in tiers for easier use and management.

Production

Production still exists, albeit in a very different form. Military buildings (barracks, shipyards, airfields) take up 1 production (food). All players start off with one food (which is taken by the starting barracks) and can get more by researching certain techs such as pottery and building certain buildings such as forges. There is a limit to production, so this forces players to prioritize, as units aren't instantly created when ordered.


Income

Income is more complex than normal. You get 100 gold income by default and on top of that you get 'city' income. This income is as follows:
Village - 15 gold
Large Village - 20 gold
Town - 25 gold
Large Town - 30 gold
City - 35 gold
Large City - 40 gold

All of these properties cost 80 gold to upgrade and all require a certain technology to upgrade (e.g. in order to upgrade a village into a large village you need Agriculture, and to upgrade a city into a large city you need electricity).

More significantly however you are penalized by how many 'properties'. The formula is (DefaultCityIncome - ( NumberOfProperties ^ 2 ). This means if you have 20 villages that would give you 300 gold 'default' income, you'd actually receive -100 gold. This encourages upgrading your current cities over expanding amount of cities, by simulating inefficient governance in large empires. This effect is halved when you've researched Economics and is quartered if you adopt Communism.

In addition to this, newly conquered 'properties' do not give you income for 5 minutes after being conquered. In fact they actually serve as a drain on your budget. The newly conquered 'properties' cost you 15 gold.



Geographics and Civs

All players are allocated a rough geographical area for themselves, but otherwise they can choose their civilization which gets it's own starting point. Africa, Middle East, North, Central and South America are fairly self-explanatory. West Europe is the parts of Europe west of Germany. North Europe consists of the British Isles and Scandinavia. Central Europe consists of Germany, the Balkans, the Baltic and Poland. West Asia is geographically the Russian Empire area (excluding Siberia). South Asia is the Indian sub-continent, Eastern Asia is basically everything north of Indo-China. Oceania is Oceania IRL with the addition of Indonesia's area.

Also, everyone starts off allied (but without shared vision). You declare war when you see it suitable.



Resources

Some resources are required for paticular units (for example swordsmen require iron), and some add to your income.

In order to gain access to resources you must build an improvement on them. The following improvements can be built on the following resources:
Mine - Copper, Iron.
Oil Well - Oil.
Camp - Ivory.
Pasture - Horses, Sheep.
Plantation - Sugar, Spices.

Improvements must be built within 1280 range of a building you own.

Civics

There are 2 types of civics: Government and Economic.
For Government there is:
Monarchy (default). +1 gold gained per merchant.
Democracy. -50% corruption penalty.
Dictatorship. +33% corruption, +15% attack speed for units.

For Economy there is:
Free Market (default). +16.6% income & +16.6% corruption
Merchantilism. No merchant trade with other players.
Communism. -50% corruption.
Fascism. +20% unit movement speed.

"-check government civics" to see who has what government civic.
"-check economic civics" to see who has what economic civic.

"-government civics" to change governments civics.
"-economic civics" to change economic civics.
Note that only one person at a time can load the dialog to change civics.



Merchant System

For every merchant that reaches your properties, you gain however much mana it has.
Merchants from Villages start with 1 mana.
Large Villages and Towns start with 2 mana.
Large Towns and Cities start with 3 mana.
Large Cities start with 4 mana.
+1 mana if the recipient has oil.
+1 mana if the recipient has ivory.
+1 mana if the recipient has spices.
+1 mana if the recipient has sugars.
+1 mana if the recipient is under the Monarchy civic.

Occupied properties do not send out merchants, however they can still recieve them.

Players cannot send/recieve merchants with enemies.
Players using the Merchantilism Civic cannot send/recieve merchants with other players.



Nationalities

Not all races and cities have nationalities, but all of those in Europe, Asia and Oceania do. The majority of Civs get their own nationality:
English - England, English Canada.
French - France, French Canada.
Scandinavian - Viking Empire.
Swedish - Sweden.
Spanish - Spain.
Portugese - Portugal.
Italian - Rome.
Polish - Poland.
German - Germany.
Greek - Greece.
Byzantine - Byzantine.
Lithuanian - Lithuania.
Russian - Tsarist Russia, Soviet Union.
Tartar - Scythia.
Arab - Assyria, Arabia, Egypt.

Nationalities used to tie in with stability, but now I've removed stability I have no idea what do to with them. If anyone can come up with a decent idea for them, that would be great.

- Unit productions have been lowered from 20 seconds to 8 seconds.
- Desert in Australia extended west to the coastline.
- You can answer questions completely in lower case if you want now.
- Island nations (ones with only 1 village in one landmass) get a bonus 30 gold income for first 10 minutes.
- Gunship movement type changed from foot to hover. Movement height has been changed to 150.

You need to fix the voices. Almost all of the units have the archer voice. The machine gunner it cant deploy to be able to shoot. The oil doesn't work, so you cant use the modern boats.

Edit: Except some mistakes:
1. you can't use oil
2. when you research satelite the map gones for a moment every 20 seconds (you can only see terrain, no units)
3. gunship doesn't fly
4. many buildings' shadows are 4 times bigger than building.
5. boats can't attack
If i will find more mistakes i'll edit this post again

When you upgrade fort it has less damage
I think ships are moving too fast

Working as intended. Gunships don't fly in Civ4 and I think it'd be silly to see gunships flying over oceans.


4. many buildings' shadows are 4 times bigger than building.

Not a huge amount I can do about that, other than remove their shadows entirely. Would you consider that better?

5. boats can't attack

Yeah, just a slight mistake I made where their attack stats aren't visible in Wc3 UI. Shall be fine for the next version though.

If i will find more mistakes i'll edit this post again

make mouintains more realistic

Bit vague there. Would love to know what part of them is actually bothering you.
amazon's rainforest is a jungle, so i don't think that should be canopy trees there

You need to fix the voices. Almost all of the units have the archer voice.

The machine gunner it cant deploy to be able to shoot.

This map is good, but there was some unbalances in it and i was abit confused.

When i began the game i tried as Japan, they could capture 1 city and there was no resources nearby.
After that i tried to start as England they started with Horses, sheeps and iron and 2 capturable citys.

It would also be nice to be able to see the commands in quest, i searched for the ally/unally commands and couldn't find it, but luckily i just tried to write -unally *color* and it worked :)

There are some mistakes in middle east nations. Assyria didn't exist in classical ages and you made their favourite era classical? So as Arabia which was united in the first years of middle ages. And you didn't make Persia as a civilization. Which was once one of the most powerful nations of it's time. (I have a good of knowledge about history of middle east)

Gunship is a Helicopter!!!!

inorite, but helicopters don't fly over oceans in Civ4 for obvious reasons. o_O


if you have problems in the terrain.... why dont use World War III: Nuclear Sunrise Terrain... just give Ham Ham Credits for it....

When I started out seriously considering this concept I did think about trying out the Nuclear Sunrise terrain for it. But then I thought it over and felt that the Nuclear Sunrise terrain outline is just so inaccurate.

I'm quite pleased the current terrain outline I have. It could be better but I'm not sure if I've seen a better world terrain outline for a map on Warcraft III.

Gunships don't fly again in this version lol, just looks wierd when it doesn't, but you could do a aircraft carrier like say Helicopter is outside of range 2000 of aircraft carrier, move helicopter to aircraft carrier or something around those lines.

No it's just that at the time I didn't download it. So after trying to find people on bnet to (finding was hard and just ended up being 1 other person) it was good and I hope resources are random... Also what would be nice is to be able to make your own cities instead of cities already there and add more resource types...and maybe add events such as weather (causes negative and or positive actions) or maybe finding things such as the Grail or fountain of youth... I see great potencial for this map so after all I rate this a 4/5 (ps:having models/icons/UIs make the game more custom and from what I have learned from making maps is people like unique things and one way for people to love it at first game play is a awsome and unique UI because they see the UI atleast 99% of the game...and if u need any help what so ever I can help you and I recommend using JNGP for a map editor dormant reasons 1 can have up to 16 tiles 2 new trigger functions 3 unlimilted doodads 4 map size can be up to 480x480 5 you can change the paths of a tile for example wanting a tile to be both unwalkable and unbuildable or what ever u want) I hope I helped.
 
I have played your new map as assyria and i have found in your map that afghanistan is an afghan populated country. But germany and austria are both german populated. Also arabia and egypt are arab populated countries(Egyptians speak arabic but they are not arab exactly. Their ancestors were not the same with arabs).Actually Afghanistan is a country which was taken from iran in Qajar dynasty.They speak Farsi and have same ancestors with persians. But in your map they are afghan, not persian. And you haven't add persia yet. They were in Civ 4 too.

Austrians are Germans though. And the Afghan people have distinguished themselves and their nation by fighting off the two greatest powers the world has ever seen the USA and the USSR in two separate isolated wars.
 
I know austrians are germans. Their language is same. Such as their ancestors. But afghans are persians too. And egyptians's language has changed during the arabian jihad like most of conquerd conuntries.Actually the only country which has preserved it's language was iran. But all the conquered countries have changed their language to arabic. Afghans nationality will be persian if austrians are germans. They are completely the same. You have made some arab cities and each belongs to different countries. But you didn't make Egyptian or Assyrian nationality. But made afghan and persian nationalities. If you have wanted more information about Middle East, Tell me and i will post you a file containing information about it.

Post-colonization it was a part of Dutch Indonesia, but Java was a political entity by itself before that.

nice map - exept endtime...

hi,
a nice map you made here, with alot of work in it. I like that ressources-concept. Gives you alot of the Civ-feeling.

But I really dislike the endtime...

First some bugs:
- a noob with a harbor on land can spam all others with error-messages (why not to make it normal harbors?).
- Submarines can not dive over that ability you use. It modifies the pathing of the unit to a land unit. I never found a way to get it work like that even I tryed alot. Better use the normal wc3-dive ability (naga) or any unit-replace-ability.
- make it also "-far" to zoom out please, that is the standard-command. Some try -far, see that nothing happens and dont evel look in quests to see the "-cam far" command.
- at the end the upgrading is too fast.

Questions/critics:
Why Deathstars in civ?
Why no nukes?
Why no time for ww1/ww2?
Why not a single normal plane? (yee I saw the airports and carrier abilities and do not like them, they are only for defence and waste of money imo).
What are ships used for?
Why only air at the end (ground and sea can not even damage it...)?
Why should any pro fight wars after renaissance time instead of teching asap to starships?
Why you took nice but absolutely unfitting models at the end? Star Wars, Star Trek and Starcraft all mixed? Before I saw that the models I thought the map would rock. All models before that are nice and fit to the game. But I think those overpowered space-ships at the end destroy all created feeling and game-depth. The ground troops are nice, exept some Icons (expecially those of the useless ships). If you need some ship-icons look at my icon-pack on wc3bs.com (will be uploaded here too sooner or later).

Maybe make at last some Anti-Spaceship Infantry, Towers (Rockets?) and Ships? Even in Starwars they have Ion-Cannons against Stardestroyers.
Could you please make a gamemode without the space-ship-time?

Without the endtime 5/5, but because of the endtime only 2/5, sry...

Seriously though. I didn't even bother reading that. Use some hidden tags to make it easier PLEASE.

Okay, I'll change the pathing requirement for shipyards from ground-pathable to sea-pathable. Default harbours in the world editor have the setting ground-pathable, but they get away with this by being pre-placed in a map and can't be built.

You mean a Leviathan with a Death Star model and icon? It's just a super-ship.

Why no nukes?

Never seen a map successfully implenting nukes without it screwing up the gameplay.

That fits into the Modern Era. I'm not going to force an era to be extra long because of big wars that happened in it's time. :/

Because otherwise all other units in that era would be rendered obselete.

I've often found myself in the renaissance expanding while opponents are still in the classical era. It can be easier to kill them there and then.

After further testing the AI definitely causes players to lag out. Also, I keep getting fatal errors in Warcraft while playing this map (specifically when I cross the map using your waygates). This map needs a lot of work, but is a very great idea.

I'm sorry if I'm coming off as rude, but after the hours I've spent playing this map only to have it crash or lag out (for all players) has left me a bit peeved.

Okay, I've released v1.7b which solves the lag problem. What was causing the lag was a combination of a badly-made trigger which unnecessarily executed a section 12 times for every AI-controlled unit, and the amount of AI-controlled units being moved around.

However I tested travelling through waygates and did not get a fatal error. I'm not sure if there was another factor affecting your fatal (was it an air unit travelling?).

No, it was a group of transport ships. They were going through one of the waygates on the South side of the West edge of the map, and they were coming out near Australia. As soon as the ships touched the waygate I got the fatal error.

I'll keep testing to see if it happens again.

Well, after more playing I have to say that the Leviathan ships are really overpowered. I know it's the last unit in the game that you unlock but once you have them it's essentially game over. I played a game earlier tonight, and it ended up with me and another guy getting the resource used to build them (it's found on the moon, but I can't think of what it's called). The game basically ended when we unallied each other and destroyed both of our civilizations. In a game where fast expansion is discouraged I just think it's odd that the end of the game would go so rapidly.

So, star frigates seem to be really overpowered.
I gathered up about 24 of them when I had the ability, and could just hyperspace into someones base and spawn the 72 star fighters and unally them. And usually people don't have much a defense to match up to that big of an attack. (I made 12 more frigates soon, so basically in a matter of 5-10 seconds they would have 144 ships in their base) I'm not really sure if they're that overpowered, or if I just have a knack for using successful strategies and catching people off guard. But 1 frigate + the fighters = about half the DPS of a leviathan, if I remember right...

Which also mentions the fact that, apparently turrets are completely useless from what people were saying in the game, 350 range? Glad I don't waste my gold on them.

Oh, and when you start in Japan. If you don't set your starting village's rally point to the left, or up, or something like that. The workers are built in the water and are stuck until you get boats. I can see many new people raging about this, like I did when I wasted 150 gold on 2 workers that were stuck for a while.

This map sure has a lot of potential, but there are some things that really bugs me.

For example:
Why do I need to be a fascist in order to get rocket technology?
Ideologies (and related things) should NOT be technology, because that makes no sense at all (fascism, communism, democracy etc).
Why ain't they in some building that allows you to pick one but later on also switch.

One other thing that I feel is disturbing is how the corruption system works, it mostly just frustrates people because it's no clear indicator of how much money you lose per city, there is no way to permanently decrease it (the techs only temporarily lower it), and it's just confusing.

Oh and, I almost forgot one thing: the check government civics thing doesn't work (not for me atleast)
And scandinavian is not a kind of nationality, those that you put as "scandinavian" are danes and norwegians and sami (which are also called swedes for some reason).

Now, I also do have some ideas on how you should improve the map.
Try to focus more on the actual units and structures (yes, the triggers are awesome, but it feels like they are the only focus).
One way to do this is just adding more things, which gives people more stuff to use.
You could, for example, make it so that in the stone age you may have 2 units to use, but in the modern age about 20 units to reflect the fact that as technology gets more advanced, the diversity increases.

Another thing that could be added is revolutions, if you don't have your territory under full control or the people are unhappy then there should be a chance for them to try and gain independence.

I also have some suggestions on countries that you could add.
I think that you should add Finland, Norway and Denmark for Northern Europe, the Austrian Empire for Central Europe and modern India for South Asia.

Oh and one last note: I agree with most of the other posters that the last age with all spaceships is overpowered and kinda pointless.
