Tested, and I must admit I'm slightly disappointed.

If we ignore the fact that the skin doesn't fit too much with Warcraft's artistic style, the parts of UI are either too dark, or too bright. Such dramatic differences, like in the scroll at the unitstats part, and inventory right next to it, cause a lot of visual defocus, which isn't good as it distracts rather than pleases the eye.

However, I must admit that I do love the detail in forms of leaves, and minimalism, but I would love to see more work on this - the scroll is too harsh, and the rest of the skin seems like it's not finished yet. Time interface and minimap are both very sweet - wish I could say same for all other parts. At the moment, I do believe it needs a little more work, mainly with textures, they're too sharp for my taste. Oh, and buttons seem a little off and they blend in with each other a little too much - some stronger shadows and crisper outlines can fix this in no time.

All in one: I am pleasantly surprised with an extremely good execution of the idea, details are lovely, but as much as I love the little parts, you seemed to neglect the larger surfaces of the skin.

You're completely right. It looks amazing, but I can see how that scroll would distract a person's eye with the huge contrast from the rest of the UI. The scroll should be darker.

I'm giving this a 4/5.

Very regal in appearance. Not really suited to a lot of things though, there aren't many things that would use something like this. Commendable though, the detail on it.
The scroll DOES draw too much attention in my opinion, but otherwise it's nice. 3/5.

-Yes, it was made for a middleage ORPG map with new textures, i dont think it will find his way in a standart map :)

-it has his weak points, thats true. sadly i have no time to improve these things, but if someone wants the change something feel to do so

thanks for comments :)

I disagree with Misha, it doesn't have to fit with Warcraft-type. While it could be improved but I don't think the creator will, since it's an old skin. 4/5

'warcraft type', as you said it, does not mean it has to be the same half-blurry style, I am talking about the lack of even shadows or highlights, and the clash of colors, as Apheraz Lucent explained, and a lot better than me, i might add..
