It's got some nice free-hand work on the shading is pretty neat. Therefore, this resource is approved! :p

The colors are very obnoxious. Using complementary colors (like red and green) makes each color stand out a little more, and the saturation levels of the colors on this skin are overkill, the saturation levels for the pinkish-purple color should especially be tonned down. I'd also suggest turning the colors into more happy pastel colors than bright radioactive colors. And the colors could be applied in a more orderly way, they seem to be scattered across the skin with no clear design. And if the base of the spikes on the shoulder is the same color as the cape, I'd make the cape the same color as the rest of the shoulders. The square patch on the cape doesn't fit in very well either.

I like the candy-cane base of the weapons, but the green on the axes doesn't seem as candy-orientated as it could be. The clown vest doesn't scream candy either. If you want to look at some candy king ideas you could always google images from the board game Candy Land, the artwork was really nice even if the game had no strategy at all. It also had a candy king :)

Very creepy, but it does look better in-game.
The weapon handles being candy canes, are hard to see due to the fact that the arms are mostly white.
