I know it's just easy because i dont have a program in making icons.Can you tell me what are available programms....except for Warcraft III ArtTools i cant install it!!!...damn

One easy program is Gimp 2. You can download it easily and it is free.
Also you need to convert them to right path with Warcraft III Viewer [thread=62878]Download Here[/thread]
With it you can change the icons/skins paths like from .jpg easily to .tga and .blp and also opposite way.
Also usefull tool is Button Manager. With that you can make DISBTN, BTN, and all the icon types. [thread=116280]Link Here[/thread]

I'd risk saying its DotA's World Tree, thou last time I played DotA was about 2 years ago... Anyways the quality is awful.

Paint can be used for an icon (if you are the holy god of paint)
or download photoshop,paint.net,or gimp
