I work as illustrator, it's not such a big deal to do so. You create a layer over the webbed paw and set the oppacity to 20%, paint it light blue. then create another layer over with oppacity 100% and make the water waves and light. then you set the erase tool oppacity to 10% and go working the image until it seems water. photoshop =)
