Interesting idea. Dots don't really mean anything to me, but I have seen that before. Maybe an exclamation mark though? But the unit who can talk to you has one over his head usually. I don't know. It's easy enough to modify. Oh ya, I should add "feel free to modify." I just wanted a default "talk" command and had to make it myself, then I figured I would share.
 
Honestly, I have not idea where the whole "..." thing comes from. One other chat icon here has it too, but I have never seen it used in anything official. I think red is easier to recolor than white since it can be changed with hue adjustments. White would change other shades of white but it would take more work to get it ... say blue for example. I hope people do add the "..." if they want or change it to all different colors. I made it to be useful and not as a piece of art. So people should do with it as they please and re-post in simple edits or here. Either is fine with me.

This is not true. I don't know what tool you use, but in GIMP you can add any color with one click, but you need several clicks to color it white with a quality loss.
I myself would prefer a white version.

I added sharper shadows and skewed it a bit to give a slight angle. More angle looked funny, so this may be as far as it tilts. I also added a slight glow. I noticed the default commands have this. How is it now?

you're definitely on the right track, though i think you should zoom out a bit. form still needs to look more 3d though.

see attached for what you have now (left) and an example of the level of 3-dimensionality you should depict (right). notice that the bubble is 'thicker' and we can see it's been 'rotated' on 2 axes instead of just 1).

I agree on the first point but not the second. Any more 3d and it would be too thick.

comparing them side-by-side, only the patrol icon supports this, and even then its 3-dimensionality is much more visible than your icon's due to its better foreshortening. especially now that you've zoomed out your icon, it looks even less thick (not to mention the left side - which is the only thing indicating that the bubble is 3d - is too dark, and thus isn't very visible against a dark background).

these are nitpicks though, and i think ur icon is approvable at this point (though dont expect a good rating due to its simplicity). you just need to fix up the DISATC and DISPAS icons - they seem to still be the pre-update versions.
