Paladon: The upper part if the icon is okay, but please overwork the icon's bottom.
I'd suggest placing the eye in the icon's center, cut the bottom part away and add small parts over the eye.
Edit: Rejected until you made some changes.

Looks like a nice icon to me.

Looks nice, though i'd rather use it for Air Elemental since the first thing I though was clouds separating, forming an eye in between.

I've considered this icon to be one of my entries in the upcoming Phoenix Trial #5

On a relate note, anyone knows when the next Phoenix Trial is on and what theme it will have?

Quite good, altough I agree with GooS. Doesn't look like water. Also, I recommend fixing the Disabled buttons and removing those random lines from the waves.

Remember that you are not allowed to use any previous work in the contest.
Still, it appears a bit plain, mainly because it's all nearly the same colour.
Use a darker blue at the bottom, make it look more liquid.

Yeah I know, that's why I decided not to use it for the contest and just upload it it here. Hmm... it's going to be tough if you're entering.
