Since this is an ability icon, I don't see any reason to give more details to phoenix. Oo Tail and wings are based upon the reference I've shown. Head is placed/drawn good enough I suppose. So if there is any problem, a detailed review would be appreciated.
It is chaotic and undefined. Illustration is not readable, not even in the large image. Foreground and background are blended together with shapes smudged away. Texture is seemingly made by random brushwork. And that certainly does not contribute to either definition or readability of the image.
Define shapes. Don't smudge them and don't merge them with background effect. Colors are ok, but the glow effect around the phoenix should not have same coloring as the phoenix or it should be much less present and more uniformed in the image.
