Funny for me because its a nice idea. Some very dark clouds may look good.

The first thing i thought was "oh my god, why is this file size so biiiiiiig????". Well, i found out quite fast: you created an icon for each single situaton. Dammit, i like that! I load icons very often, and most of the times i think "oh man, why didnt this guy add a passive button?". Thought i think the icon is kinda plain, i still like the effort you've put into it, and due to that fact that others might really need an icon like that, i give you 5/5.

dont add clouds just make the moon glowing make the moon mre lighten and add more reflects to the water ...ahh also define the place where the moonlight ends in the sea..(that line where the sea comences must be lighthen)

and the moon looks like a cartoon..make it look more real

Of course are my suggestions only a (perhaps poor) try to cover the whole criticism.

It looks very un-warcraftish and the execution is awkward. It's not like it's bad or anything, though.
