I appreciate that u're trying to improve this icon. But, as i said, the flag should stand out more, to be detached more from the background.
In its present state, it can't be seen quite clearly in the small icon.
Also, the blood and the flag's emblem are almost the same color and is confusing.
The blood isn't really necessary, you can add, for example, some folds, to look more natural.
The white light (coming from the upper right corner) doesn't help too much the flag to stand out, coz the flag is also white. I suggest u to choose a color that might help the flag to stand out.
Make the details more visible, they almost get lost in the small icon.

Sin'dorei300: My comment still applies, but i approve this coz it can be useful for someone.
 
The execution should be smoother, but i think the program you're using doesn't help.
I suggest you to work with another program - Gimp - for example, it's free and good enough. And, after you get familiar with it and read some tutorials(which are in abundance here in Hive), try to define better the figure in the foreground, make the details more visible and improve shading.

I felt like words can't help you too much, so I've taken some liberty to quickly redraw some things on your icon and explain why I did that, and how I did that in the process. I do realize that my work is sloppy, but it's a five minute work to show you what you can do with very simple changes.

1. Outlines
First before anything else, I've used a very thin (3 pixels large on 512x512 canvas) black brush to outline just about anything solid in there. This has made everything part from each other, giving an impression that there are solid shapes in there.

2. Focus
Because of the sharp light you've used in there, the icon lost it's balance and kept drawing attention to the top right corner. To balance that out, I've used a slight touch of red and enhanced the colors on the top right bottom of the icon, successfully moving the point of focus on in between these two.

3. Focus 2 & a Light Source
In here, I've decreased the darkness on the left part of the icon, moving focus from the right to the center part of the icon, and this alone has done a lot to reveal your icon. I've also applied some light on the details on the flag, as they were too dark to capture attention.

4. Color
This is a very simple step I've took, but it transformed the icon. A slight touch of red on the details made the whole thing pop up and (I hate myself for saying this BUT) grab even more attention.

(optional) 5. Background
I've sampled this great color of yours to outline the flag and give it more edginess and colors. This is optional, and some may prefer the previous icon more, but I'm already late for work and I can't darken parts of it ATM, so, ... :)

your icon is much more grainy. Bad compression or useless sharp..
