I think the head and her ... head-thingy don't have a good relation.
For me it looks as if there is a broke siren head, whereas the head thingy should cover the rest as you tried. It is majorly the glow on the right-hand site melting with the head thingy that creates this illusion.
The strong black outliners at the top at the border between head and head thingy also contribute to this. The head thingy should rather cover the head, not be behind it, as the black outline indicates.

Beside that, lovely!

Her 'head flapper' is in the background whereas it should be in the foreground, as it covers the head, not the head covers the flapper, as in this icon.

It still makes no sense to me for some reason. Everything seems perfectly clear to me when I look at it. People on Hive are sometimes really picky on completely ridiculous things.
You talk as if there were some set rules to how the "flappers" should be looking.

You might have heard that every picture looks different for every person.
For me, the perspective is wrong, flapper and head are reversed perspective-wise. For you it might be completely fine.
By the way, yes, there are rules how background and foreground work. You can follow them or not, but the human eye will notice it. Since you add a strong black line as border, the rather weak in tone flapper will vanish, disappear and it will, for some people, look as if there is only a head and the rest is background glow.

the fin should be on (top of) the head, rather than the head "on (top of)" the fin.

Yes, this is what I tried to say, thank you.

In my opinion one of the reasons is the similar color of background glow and fin.
