What ought to be done is to simply treat icons and skins the same way as models: even if it's a recolor or CnP (for a model, that would be like a re-wrap or a geomerge), it should simply be rated/approved based on whether or not it meets other requirements of looking good, being useful, and being sufficiently different from the original.

Anyway, I really do hope an exception is made for this one, it does look quite good and could definitely be useful to people.
