Nice, that was my assumption. It seems like the program of choice for most people who bother to use 3d painting software on this site. I should really take some time to dive further into it. I bought a license a couple years back and have barely touched it!
Yeah! You've been into texturing before, so I suppose you can get the hang of it quickly. I'd mostly prefer it over traditional texturing, though sometimes I really enjoy using traditional procedure! Good old ways won't ever get boring!

It seemed like a pretty intuitive program so I don't think I would struggle to pick it up either. I think it's a matter of having an excuse to use it and get comfortable with it. I haven't been texturing anything for Warcraft 3 in awhile and while I plan to pick it up again when Reforged comes around, I don't know if 3D Coat is going to be my tool of choice at that time. It's hard to predict when the remaster is so stylistically and technologically different. We shall see!

3D Coat is versitile as hell, well worth learning both the retopo and texturing features if you're looking for modern software used within the industry. I can't say much about the sculpting tools provided in it, I'd just pick up Zbrush instead.

Beyond that, you'll probably need* Substance Designer and the Quixel Suite for Reforged, as it does look like Reforge features a lot of "auto-gen" work, in combination with their stylized 3D models.

*I might be wrong here, but it does look like there's a lot of auto-gen and not a whole lot of hand painting a la World of Warcraft going on in it (predominantly performed in Zbrush, if I've understood the Blizzard-WOW pipeline correctly). There might be some gradient work in Photoshop every here and there, but I can't spot it.

Side note, if you get the urge before Reforged, I made a little tutorial for WC3 "Classic" and 3D Coat a while back: Utilizing 3D Coat for Warcraft 3 Retextures

But you've been working with 3D for WC3 for quite some time now, so it serves little purpose, seeing how the main idea behind it is to limit the use of archaic software, lol. And it features some snark and generally grumpiness, don't mind it too much.

I have heard good things about the retopology tools, though I am already very comfortable with what Maya has to offer in that area. It may be worth looking further into, to see if 3D-Coat offers anything that Maya lacks.

This is what I was wondering about, primarily. Until we know more, I expect I will be investing most of my time working in ZBrush. Whether or not the artists working on Reforged are relying on texturing suites like Substance, Quixel, or other methods, it looks like I'm going to need to be able to pull off a pretty nice sculpt.
